App permissions in Android 9 cause this. The only way I know to get the caller is via the "Dialer for Pebble" android app (don't think you can dismiss call). Its just a free app on google play.
Android permissions changed after Pebble closed its doors. So the Pebble app doesn't work 100% because it needs to be updated.
Instead, turn off the phone notifications within the Pebble app, then get Dialer for Rebble (https://play.google.com/store/apps/details?id=com.matejdro.pebbledialer) and follow the directions inside the app. If you don't disable the Phone notifications from the Pebble app, then both will conflict with one another and it still won't work right.
You can use the Dialer for Pebble app. It gives you the option of using root or giving it access to your notifications to answer incoming calls.

This was solved for me by using Dialler for Pebble/Rebble. This was a while ago though, and I'm not sure if updates have/will break it, but it's still working for me.
It basically just replaces the default "app" that handles phone call notifications. Doesn't affect what's on your watch's screen or how your watch behaves except when receiving and during a call. you need this phone app and the watch app (the watch app is linked in the phone app). the watch app's page on the prebble app store has instructions (fairly sure). the rebble web page also has it listed as a fix with instructions, im fairly sure, and its a common enough fix that i found it by just searching google.
The only other function that I can think of that needs a work around is caller ID if you are running Android pie. You have to install Dialer for Rebble for it to work.
Yes, Dialer for Pebble does this, and provides many other functions to boot. It's been working well on my wife's Pixel & P2 since she upgraded to Pie.
Currently the easiest fix is to install Dialer for Pebble (https://play.google.com/store/apps/details?id=com.matejdro.pebbledialer) and then disable the native "Phone Calls" notification which no longer works.
Any chance it's something that will eventually get fixed? Edit: I installed Dialer for Pebble (https://play.google.com/store/apps/details?id=com.matejdro.pebbledialer) and this is a workaround to the problem; click X to pass the Unknown screen and then you get the caller info.

On the Original Pebble, it's possible to use Dialer for Pebble to be able to answer/reject calls, turn on speaker, etc.
But I have no idea if it works for Pebble Time.
If you mean the built in one, that's been broken for years. If you mean this app, I just installed it on my Pixel 6 with Android 12 last week and it's working fine. Just make sure you turn off the default one in your Pebble app or it will override it.
There's a black bar at the bottom of the phone app because it was made for 16:9 screens.
Since a couple Android versions back, you need a third party app for incoming call notifications to work properly.
Most notable problem with newer phones/OSes was back in the Android 9 Beta there was a bug that absolutely wrecked your battery life, bringing it down to only 2 to 3 times better than every other smart watch, but I guess there are enough of us that Google took note and fixed it.
Just for clarity, do you mean matejro's dialer watchapp (and android companion app)? What Android version are you running?

you will need to also download the Pebble app of the same name too. Although they will fix that problem.
Mm! The fix for that is Dialer for Rebble. Because the services for pebble have been cut since the purchase of them by Fitbit you have to use this alternative. The app gives more instructions on how to set it up to work properly.
BUT, knowing what you mean by notifications from Numbers by Google, you should get the whole call vibrations like that of the standard call. I get the same response from Duo when I get a call.

Not yet, I only installed it yesterday but it's working as advertised so far. Have only had a couple calls though. There are two dialler apps I think, a green one and a red one. I'm using (https://play.google.com/store/apps/details?id=com.matejdro.pebbledialer) the red one and it's working so far.
That link didn't work for me but if it's the pebble app for https://play.google.com/store/apps/details?id=com.matejdro.pebbledialer then yes. I installed both apps, turned off call notifications and made sure the pebble dialer notifications were set to on and it just worked. Stoked because I'd never had luck with third party pebble apps before. It's even better than the regular pebble app, it pulls through contact photos of the person and displays them on the phone when you're talking to them. Gimmicky but still pretty cool

It says it also lets you answer calls from it and you need to disable notifications in the Pebble app to let it work properly. Obviously that's a big downfall if you enjoy getting notifications on your watch. Not sure if you can disable it from popping up for calls or if it just will get covered by the Pebble's built-in call notification, but it's probably worth a shot trying it out to see. I would have tested it already, but I didn't discover the app until I already started wearing my PTR and it doesn't support it. :P
There's also two apps in the Pebble store called "SpeedDial 1" and SpeedDial 2" which dial two preset numbers that you set in their companion app "More for your Pebble". A much simpler solution, but it works. Good for a quick shortcut to dial up your spouse or 911 or something.
And lastly, there's another one called "Speed Dial" which lets you set like 10 speed dial contacts and select them from a list on your Pebble. This one requires a companion app that costs $0.99, though.
