Why wouldn't they sit around an area they know it's high trafficked for taxis (airports, clubs at night, etc)? Compared to previously where they had to drive around the different clubs, different terminals, etc.
Last time I used Uber I came out of an airport and after requesting my ride, I saw it was just around a corner. Seeing how the airport (Lindbergh Field, San Diego) had a very limited allowance of waiting cars outside the terminals, the guy avoided having to drive back and forth around the airport by just being near it.
Edit: Another example. Easy Taxi has become popular in South America, specifically in my homecountry Venezuela because it provides safety to both the passenger and the taxi (El Nacional). Streets can be really dangerous, and now the taxi avoids being out on the streets where someone could try to jump their cars, rob them, etc; the taxi all has to do is wait in a mall parking lot of a highly trafficked area (even then, cities can be small so it doesn't matter where) for a request and go safely to the waiting passenger without stopping on the street for random people.

Yo fui desde Palermo a mediados y volví a final de Marzo, un viaje fue $450 (con un taxista que conozco) el otro $550 (con la compañía de Ezeiza). Ambos incluían peajes. Había llamado a varios lugares preguntando y me pedían mínimo de $700 más peaje. Así que $500 no me parece tan loco.
Otra opción que tienes es un bus de Tienda León. Si no tienes mucho equipaje y no te es incómodo ir hasta Puerto Madero/Retiro, te sale en $210.

If you take a cab outside AEP, just to be safe check that it has a company logo on the back door and/or a roof sign. See this picture that somebody has conveniently prepared for us.
These belong to bigger companies so we sort of asume they're safer. They are usually radiotaxis which means they are connected to their central station. Some companies that I know are: Premium, Pidalo, Porteño.
Independent cab drivers don't have a logo on their back door.
You can also try easy taxi app. I have never used it but you might feel safer. I don't think they take credit cards.
I just asked at this company and they're charging AR$1000 from AEP to La Plata (it's not really close). Ask whatever driver you get the price beforehand. If it's much more than that you could try to bargain or just find another cab. This last company has what we call remis (pl. remises). These only come when you call them and don't go around the city looking for passengers, that's how they differ from taxis. They might be cheaper than a cab.
