Not sure if you're talking about a desktop or mobile app, but I found this for android: https://play.google.com/store/apps/details?id=com.benoitletondor.easybudgetapp&hl=en
I remember seeing some other app a while ago that bragged about how it was the fastest, most simple budgeting tool out there, but I couldn't find it on Google Play.

Something like EasyBudget? That's what I've been using for a couple of years now
