Everlasting Summer is a rare duck. It's a mobile romance game that's genuine freeware: no microtransactions, no free-to-play elements. It's also available in English with a male protagonist and female love interests. At the moment, it's on iOS and Android devices. I haven't tried it.
Steins;Gate might be worth your time. There's an iOS version available in English. This translated visual novel has a flat cost of $24 US. If you're looking for a spoiler free review, consider watching BitShiftTV's video, which focuses on the original visual novel (rather than its animated adaptation). All that said, while Steins;Gate has romantic relationships, it has a lot of focus on its external conflict. Finally, when I tried the PS Vita version a while ago, my early impressions could've been better... and I've been meaning to give it another try.
Fragment's Note is another option. The translated iOS edition is only $4 US. It's a slice of life romance story with a few fantastic elements. I read the (now out of print) Vita version a while ago, hoping to enjoy it. Unfortunately, I lost interest after a couple of hours.
