There's no real date, you can get it tomorrow or next week, I suppose, but there's a way to make it immediate.
First, you have to download some VPN app, I would suggest using Snap VPN: https://play.google.com/store/apps/details?id=free.vpn.unblock.proxy.vpnpro
After installing it, choose Canada, wait for it to connect and go to the "System update" section in settings and check for the updates. Your phone should detect the update and start downloading it. At the moment you can already uninstall the app, as it won't be needed anymore. Wait for the update to download, just install it and you're done :)
If you haven't got the OTA yet download free VPN proxy by snap VPN from the Play Store. Connect to the Germany proxy and then check for updates they released it to Germany first that should give you the OTA it worked for me. The download link is below.

If anyone is browsing on their android phone this vpn gets the job done. Youtube and everything else works on it. It's just a temporary fix until GCI figures everything out.

Yes, just search VPN in play store and find one that has server in Japan.
