On a browser you just open them on a tab, or expand them with RES.
[Android] On reddit is fun I use this app: https://play.google.com/store/apps/details?id=net.danlew.gfycat .
[Android] Reddit Sync plays them on its own.
To clarify, are you talking about the gfycat app on android as seen in this link?

That's not an official gfycat app so your best bet is to perhaps contact that developer.
Hmmm, weird.
Do me a favor and try installing this GfyCat app. When you open a gif in it, it will use the GfyCat API to convert it to a GIFV and then plays that.
The next time you get one of those Tumblr gifs that won't load, do the "open in browser" option and then choose the GfyCat app and see if it plays through that.
You can also just try setting up an external browser rule for Tumblr and enable the include subdomains option... then RiF will automatically pass any Tumblr links to Android and it will either open in a Chrome Custom Tab or, if you set the GfyCat to "Always" open gifs, it will load in that, right away.
Otherwise, I'm not sure what to tell you, since both of those gifs work perfectly fine in RiF for me....
Well I can't really answer whether or not gifs will redownload on each loop, but /u/talklittle has answered this before by saying that they don't. (Have you tried letting the gif fully load, first, and not tapping the "loading gif, tap to preview" screen? It might be that previewing it like this prevents it from properly caching...?)
But I think the real problem is that they are GIFs to begin with. Gifs—not gif*v*s—are complete shit for anything more than small animated effects. The format was never expected to be used for the kind of elaborate video that it has become used for, so there's basically zero file-size optimizations resulting in very large files for relatively little content.
I'd recommend the GfyCat Viewer app. When you open a gif link, use the "open in browser" option and then select the GfyCat Viewer app. The app will use the GfyCat API to convert the target GIF into the vastly-superior-in-every-single-way GIFV format (which is actually just a MP4/WEBM video without an audio track and which actually takes advantage of modern video compression technology, resulting in immensely smaller file sizes.
I just saw that there appears to be an unofficial GfyCat app, now. Can you try installing it and the next time you have a GfyCat link that won't play in RiF, use the open in browser
option (which should then open or prompt you to open it in the GfyCat app) and please report back if you find that they consistently play without issues in the app but not in RiF. This will at least help to identify the potential cause (or, at the very least, rule some out).
EDIT1: Another user has pointed out this may be due to 60 FPS video playback issues on Samsung devices. Please be sure to include the kind of phone (manufacturer and model) when reporting all issues.
EDIT2: Initial reports suggest that there are still playback issues with the problematic gifvs when using the GfyCat app, which seems to indicate that the problem is either related to something specific to the phone hardware or software, itself, or to network issues between the phone and the endpoint server (GfyCat).
If you are one the users who experience this or a similar problem—particularly with GfyCat—please test this, as well, and report back if the issues persist when using other (non-browser) apps. A larger sample size of data and user reports will make determining the root cause easier and aid the process of developing any potential solutions or workarounds.
Try this app: https://play.google.com/store/apps/details?id=net.danlew.gfycat
When you select "open in browser" within RIF, it will launch the app in an overlay and it loads the Gyfcat-Link flawlessly. Love it.
This app? The reviews aren't that great for it (crashes, etc.). Has it improved much lately?

Just click "open in browser" and select it.
