Try Godus.

It's nice and allows for a lot of creativity, but eats battery like there's no tomorrow and is buggy on some devices.

There's Godus by Peter Molyneux (who was partly responsible for populous), which I must admit fell short of expectations for me, but worth checking out - looks lovely.

I made a game for which populous was a big inspiration (with a big sprinkling of Mega-lo-Mania and Civilization too), it's called Rapture - World Conquest

Polytopia, Civ Rev or Eufloria are all a bit different from Populous II but might scratch the same itch.

How about Godus???? That game won't play on any of my Xiaomi devices.
