It's against the rules to have information span multiple screenshots, but if just the background imagery spans then it's OK.
Google themselves does it - though they appear to have moved a few apps away from it since I last checked, here's the only ones I could find by them...
Definitely a scam. If you're able to update your Google Business listing and add products, you're likely already verified and don't need to go through the process.
If it turns out for some reason that you aren't verified, you certainly don't need to pay for it; some marketing and web agencies will charge money for the service of doing it for you, but it's completely possible to do on your own for free with time and a little technical knowledge. (For a fully optimized listing with all the bells and whistles, it's usually about 2-3 hours of work. This means filling out absolutely every bit of information possible, populating any available product catalogues, etc.)
Here's an article outlining the scam. You should be able to administer and claim/verify your listing through https://business.google.com, and/or the Google My Business app (Apple version here). Verification may be done through post mail, a phone call, or even email depending on your type of business and how established Google thinks you are. This is also where you'll be able to add a link to your website (in your listing's "Info" section).
The number one rule to remember when it comes to Google scams is that (generally) Google will never contact you unless you've asked them to do so (e.g. for tech support). Anyone who contacts you out of the blue and claims they're a firm "under Google" is doing so against Google's own TOS, and you can report them online here.
There's a simple app to manage all this, $1,000 not required.
