Not necessarily, it depends how well your PC is secured. Usually they're both bad, and you should think about using an offline PC, or specialized hardware like a Trezor or Ledger Wallet for any large sum.
If you want access from both PC and phone to the same balance, I recommend greenwallet, which is accessible via the browser or your phone, and allows you to set daily limits.

So my suggestion would be, one wallet on PC and phone, a bunch more wallets when you need them, a Ledger Nano if you're storing more than a month's wages.
Samourai is a great Android wallet, with very good privacy features.
Greenaddress is also good and has a PC browser extension which you can access the same money with
Mycelium is also good and has a lot of extra features, including the marketplace which helps you buy locally and anonymously.
