Of course, that's for areas inside the City of Houston Animal Control territory, which isn't always exactly the same as the actual city limits.
Squeaky wheel gets the grease, but I bet it might take more than one complaint to get them to make it a priority.

People suck. Too many don't get their pets neutered or spayed. Too many let them have puppies and are irresponsible. I hate it because the dogs don't deserve to have to run the streets searching for food, dodging cars, etc.
I don't do it for squirrels or possums, but if I see a dog or cat in the street and I can safely stop and do it, I move the body over to the closest off-the-street area nearby. I either have gloves or a rag with me so I don't actually touch the animal with bare skin.
Seeing a dead dog is sad enough. Seeing an animal in pieces is a lot worse.

I can see about looking at it from another angle though and believe me, I run into potholes all too often myself.
