The 11-page document is available on many Indian Railways websites, some of which have been blocked by Indian agencies. The case is being investigated by the Jalong Police after a complaint by railway officials. "We have registered the case under various sections of IT Act and our cyber unit is investigating the case. It would be too early to say if this is the work of a terror organisation," Jalinder Supekar, SP, Jalong Police, told Mail Today over the phone. With a view to improve the standard of cleanliness, Indian Railways have planned multi-pronged action by synergizing technology, education of users and provision of mechanised equipments. Various measures taken include introduction of mechanized cleaning process, award of rag picking/garbage disposal contracts, pay & Use toilet scheme etc. Besides, inspections by various officials at the railway stations are also conducted to monitor cleanliness, to identify weak areas and take remedial measures. Additional posts of Health Malaria Inspectors have been created during the last four years to ensure better supervision of cleanliness at railway stations.
Vacuum toilets are currently used in aircrafts. In the train toilets, the excreta is sucked out with the use of minimum water (0.5 to 1.5 litres), and the waste hence collected is discharged in closed drains at railway stations. These eco-friendly toilets consume much less water as compared to the normal toilets used in our trains currently. The toilets will also prevent erosion of rail tracks, as no discharge takes place.
Indian Railways has also been working with bio toilets. So far, 17,388 conventional toilets have been replaced with bio toilets and the plan is to replace 17,000 more by the end of this year. The bio toilet system utilizes anaerobic bacteria which consume the waste material and convert it into water and gas. The water is passed through a chlorine tank and is discharged as clean water on the tracks, while the gas evaporates.
Some Rajdhani and Shatabdi trains also have Controlled Discharge Toilet Systems (CDTS). With the help of this system, disposal of waste at railways stations can be prevented as the waste is discharged automatically when the train gains a minimum speed of 30km/hour.
Railways has floated global tenders for installing vacuum toilets at a cost of Rs. 25 crores. According to a senior Railway Ministry official, multinational companies from Germany, USA, Denmark and Spain have shown interest in manufacturing and installing these toilets. The plan is that 80 such toilets will be installed initially on a Shatabdi Express train. One toilet will also be installed at New Delhi railway station.

Feb 28 (PTI) Indian Railway will lay 7 km of tracks every day in 2016-17 as against an average of 4.3 km per day in the last six years, as part of its capacity augmentation plan. The drive is expected to gather further pace in 2017-18 when rails will be laid in about 13 km every day. The bar will be raised further in 2018-19 to 19 km per day, according to an action plan formulated by the public sector behemoth to bolster rail network, Railway Ministry sources said. Laying new tracks, replacing old ones and doubling and tripling of lines are essential to clearing the traffic bottlenecks, said a senior Railway Ministry official.Traffic congestion is becoming a bane for freight movement, railways major source of earning, with goods trains not getting path on priority basis. Railways is poised to surpass the ambitious target of commissioning 2,500 km broad gauge lines in the current fiscal, 30 per cent more than the last year. According to the official, 2,800 km of tracks will be commissioned next year. In order to augment freight traffic, there will be three new Dedicated Freight Corridors (DFC) to ensure speedy movement of goods. While North-South DFC is being planned to connect Delhi to Chennai, East-West DFC will link Kharagpur with Mumbai and East Coast DFC will connect Kharagpur to Vijayawada. These three additional DFC will be funded through innovative financing mechanism including PPP. Railways has already done a feasibility study for these three corridors. Currently, work is going on Western and Eastern DFC. While Western corridor is being funded by Japan, the Eastern is World Bank funded. Both Western and Eastern corridors will be electrified routes. The public transporter is currently laying tracks in 3,342 km in Eastern and Western DFC involving an expenditure of Rs 81,459 crore. Railways will form a special purpose vehicle for the Mumbai-Ahmedabad high-speed corridor that will be executed with Japanese cooperation. The project will bring new technology for the country. Railways share in loadings is expected to go up to 45 per cent from the current 36 per cent with the commissioning of the DFCs. Sources said the 56 km-long track between Sasaram and Durgavati on the Eastern Dedicated Freight Corridor is going to be commissioned soon after safety clearance.
