I don't know exactly how it determines how many events (or the other card types you mentioned), but it does not always have 2. It sometimes has none, one, or two. My guess is that it uses the method mentioned in the rule book.
The one I've been using (for Android) ever since it came out about 2 months or so is Jack of All Dominion. It has pretty much every feature I'd want from a Dominion app - all expansions, lots of options for setting up the game in semi-non-standard ways including Veto, quickly shuffling out an unwanted card and getting a replacement, forcing various rules such as including X cards from a certain expansion or with a certain cost bracket, and a few other options like the Alchemy and Event recommendations that can be adjusted. It also allows you to check what cards do, has a built in VP tracker (if you want to use that) and includes all the recommended sets. And it looks clean and well polished.
OP we are of the same mind!! I love player interaction and some Dominion kingdoms can be a bit lacking. I'll agree with many others that Dark Ages, Adventures, and Empires have the most player interaction, but they're also the most challenging expansions to learn and master.
My own personal solution is to have my randomizer app include at least one card with player interaction every game. To do this, I use Jack of All Dominion on Android, where you have the option to "star" certain cards. I've starred all 79 cards which involve some form of player interaction. I tell the randomizer to use at least one of my "starred" cards each game.

You realise how good Dominion is when you start randomising the game. Apps like Jack of all Dominion are great because you can even "lock" cards which you like; you can keep randomising until you get your perfect kingdom setup.
