The horrible traffic you refer to happens only at select junctions and signals in the city and not everywhere, for eg Silk Board, depending on the time of the day, the traffic varies.
There isn't enough space for cyclists imo on the roads of bangalore. Especially in regions like Marathalli some drivers could be idiots. So not advisable.
There is some delay in getting an appointment for government IDs. But once you get an appointment, it's not so difficult for passport or aadhar. Driving license things could possibly piss off people because bribery helps and that's the sad truth.
Barring the traffic issues, public transport is comparatively the best in South India in terms of cleanliness, frequency. There are only a few areas imo that aren't so well connected, but definitely good services overall. And now that the Metro rail phase 1 is completed, last mile connection would be a problem but it's pretty good.
