You can, there's an app that shows a 24/7 live feed of it. It's only a specific view because it uses the feed of a specific satellite. But it's really nice and AMOLED friendly. I've been using it for 3 days now and it hasn't made any noticable difference on battery life.
Living in Australia, I have found Mantou Earth to be ideal for me (just have to lock down the permissions).
It is nothing fancy, just a wrapper for a cleaned up version of the latest images from the local himawari satellite. Good for AMOLED displays, darker at night, a quick weather overview (by observing clouds), time linked, focused on my part of the world and pretty =)
There's also a live wallpaper called Mantou Earth that looks very similar but it displays a live picture of earth. Looks like they may use the same source...
Edit: The app pulls the pictures from a web server. I guess it provides an API for access. Here's a sample link for a PNG picture in 4096x4096 from February 22nd.

I have my phone background set to a live picture (every 10 minutes) of the earth from this satellite. I saw a dark spot moving across the background and realized there must have been an eclipse.
