This may sound wacky, but I would:
Go to the Google Play Store and INSTALL that godawful app: https://play.google.com/store/apps/details?id=com.wsandroid.suite
Then immediately UNINSTALL it and restart the phone.

Sometimes that works, and I wouldn't want to type out the theories as to why.
If that doesn't work, my next guess would be that you have something lodged in the Notifications area of your browser that are causing this new tab. You would want to search through your browser settings for the Notifications area, and remove/block anything to do with McAfee.

You can reset your phone and keep your files.

That is where things get tricky. Good malware will block installing antimalware, and keep itself up to date to try and prevent future versions of antimalware. You can try and install something like McAfee (as part of my job at Red River College, I work with the folks at McAfee Canada, and they have a good product, but I have a relationship with them. FYI). https://play.google.com/store/apps/details?id=com.wsandroid.suite might work for you, but the better, more reliable solution is to do a factory reset. I am not experienced in knowing if the factory reset data can be contaminated, but I do not believe it can be infected with malware.
You will want to back up your data soon regardless, if you haven't already.
tldr: install McAfee or some such, if you still think you have an infection, back up your data and factory reset your phone.
