Here is my system:
I use IFTTT (used to be "DO note") to create a new Google doc in my "to-do" folder. The title of the new document is my note. This is like my inbox and I can capture something in seconds this way. This eliminates the need to create and title the document which really sirens l speeds up capture.
I also share to drive from Chrome and other apps (again: creates a new file).
I occasionally run through this folder and work with these documents. I retitle them and move some of them into reference folders, checklist folders, etc.
I share items (links to docs) to Google Inbox and add reminders to get task reminders (or create a calendar event and link to a doc).
if a single item (a document) turns into a project I use the document to keep notes, plan, etc.
I put links on my homescreen (and browser bookmarks for desktop/laptop use) to frequently accessed documents (e.g. Grocery list).
Finally, I use IFTTT recipes to append to documents (as opposed to creating a new document) for ongoing list items like my grocery list (so adding a grocery item takes seconds)
Recent addition: I use a widget called Meta Widget to display snippets of docs on my homescreen (https://play.google.com/store/apps/details?id=fahrbot.apps.metawidget). This took me a while to figure out but you need to browse to the doc then select say a bulleted list and then it will display it in a widget and keep it updated (great for keeping my "things to do today" list on my desktop).

You should check out Meta Widget which does what you describe without Tasker.
I understand now. Maybe try something like Meta Widget to use the webpage itself instead of making your own.
