Mobile Topographer is a great GPS survey app for Android. It obviously isn't survey-grade accuracy, but it is very helpful and useful if you are out in the field and need to rough locate features/monitoring wells/etc. It can do coordinate conversion as well for importing into AutoCAD to add features to figures.
Mobile Topographer Google Play link It's a GPS point logger which can take multiple readings to increase accuracy. I've used it to locate items in the field and send the coordinates back to the office. You can export a point list in csv or Google Earth.

Yes, but you're limited by the accuracy of your GPS receiver. My Garmin 60cSX is usually accurate to about 7-9', which means a circle 14-18' in diameter. If you're pacing out a very large property, this may be sufficient just to get a sense, but if you're talking about a modest house lot, you could be off by quite a ways.

One thing (that may not help you at all) I just figured out in Google Earth is that you can turn on boundaries of parks & recreation areas and bodies of water. That may help show a relevant boundary. (the green lines)
