My Moto G5+ has an FM radio and a and I use it all the time and they make their own app with no network usage. It is wonderful.

I have a Motorola phone. I use the Motorola FM radio app available in Play StoreMoto FM radio. It works with Bluetooth but requires a cable connected to the headphones connector because it works as the FM antenna. I use a short cable (15 cm / 6 inches) that I cut from old headphones.
You bet it does, I've tested it. Gotta have headphones plugged in to act as the antenna, but it definitely works.

Oddly, it's not available for their flagship Moto X phones.
My last Moto just had a toggle button in the radio app to switch the output.

Look for your manufacturer's FM radio app. Today's 'radio' apps are almost always streaming apps that are just listening to radio stations internet streams. Next Radio is one of these & won't be able to use the FM receiver. And your SIM card means nothing for FM radio. There's no cellular or wifi involved with actual FM. It's just a hardware receiver, same as was in your grandparents rusted old car before the digital age.
On my Motorola, I have to use Motorola's dedicated receiver app. Nothing else will access the hardware receiver.

Yep. It works fairly well. Just have to have wired headphones plugged in since they act as the antenna.

Maybe it's not disabled, just doesn't work because there is no app for it. Maybe this app will work on it. It came preloaded on my G5+, and got updated through the play store.
I just use the stock "FM Radio" app. Works fine, doesn't use data/wifi.
Says it works with Moto E, G, and any Moto running Android 5.0+ so you might have to wait for the upgrade before you can use it if you have a Moto X.
