There are a couple different ways you can go about doing that.
You could edit the track on your computer using an audio editor like Audacity. Audacity is free and super easy to use for what you are looking to do. Basically click and drag the section of audio you want, copy it, open a new file, paste, make whatever additional fine tunes you wish and save. No different than selecting and copy/pasting a part of a text document. From there, email yourself the file or transfer it via USB cable or any number of wireless/bluetooth file transfer apps and follow the steps I previously outlined.
The other way would be editing a song directly on your phone and there are a ton of options to do that. I use MP3 Cutter if I need to cut something very quickly. It's easy to use, basically the same way you would use Audacity on your computer but a lot more tedious since your phone screen is obviously a lot smaller than your computer monitor. MP3 Cutter does also have a function built in where you can set your edited audio as a ringtone/notification/alarm directly from the app.
In the end it comes down to your personal preference. Me, I prefer using Audacity simply because it's one heck of a lot easier to select and fine tune/trim my audio so that it's a perfect, seamless loop on my computer screen than it would be on my phone or tablet. With a little bit of work the final product sounds just the same as a ringtone you would purchase except you made it yourself which, to me, is pretty cool. If you've got a friend that wants their own custom tone you can say "Hey, I know how to do that!" and hook them up, too. Audacity also has a ton of effects you can add like delay, echo, etc and other tools to end up with a custom, truly one of a kind tone. All of that might sound like a daunting task but it's really not at all and is something you can teach yourself/figure out how to do in about 10-15 minutes. You don't need to be an audio or computer genius and, as I mentioned, it can be a handy skill to have to use in the future. If you're fine with a lower quality, choppy end result or don't mind pinching and dragging to make a ton of tiny snips to get a perfect loop on your much smaller phone screen or just want something quick and dirty then the MP3 Cutter app would be the way to go.
