To all the people complaining about potholes that are unpatched: Have you reported them? Pittsburgh has gone a decent ways to make using 311 fairly easy, by phone, app, or web form. The city is fairly vigilant about taking care of maintenance issues reported there, with certain things taken care of immediately, although it's harder to repair roads in the winter. As the article states, there's fewer than 200 reported potholes that the city hasn't taken care of.
311 is the Pittsburgh Response Center.

Also, I don't see anyone mentioning it, but when you call 911 and it is not an emergency, the first thing you should say is "This is not an emergency".
