I would recommend the PAT Track app instead, it's made by someone on this sub, lightweight, and shows every bus and route on a map. You can tap on the stop to see when the next bus will get there or tap the bus to see when it will get to its next few stops.

The Allegheny County Health Department’s Housing program is who you should contact first. If you’re within the city of Pittsburgh, you may have to go through permits and licensing, but the health department should be able to guide you. They can also tell you if the vent violates existing building code. It might be possible that it only violates the manufacture’s warranty.
Also, are the hook-ups mentioned in your lease? If not, prepare yourself for the possibility that your landlord will repair the code violation by removing the hook-ups if you report him.

The one number that drives me nuts about this area is that all the local jobs pay much less than I can find nationally. Indeed has the Pittsburgh area at 14% below the national average on all jobs (and almost every category I search on). I work for a company not based here and from home and/or on the road. So to move up in my career locally I'd have to take a huge pay cut.
The other number I hate is how people say that the housing market is so good. Yes, it is good from a how much does this house cost perspective but the taxes here are NUTS. My house is a 4 bedroom 3 bath home and I pay over $6k in taxes a year. The same house in Tampa pays only pays $2k. The same house in Denver pays $1.2k. The same house in the Philly area pays around $4k. With all this extra money I pay it drives me nuts when I read about the shitty water, police no responding, shitty schools, etc and makes wonder where all my money is going because its certainly not going towards public works that I can see and that make a difference in my life.
How many units does your building have?
If its 5 or less, the city is supposed to pick up your recycling curbside just like it would for a house. I can't find any info on whether or not your landlord has to provide a bin or not. Regardless, your landlord is obligated to tell you that recycling happens and when it will be picked up.
If it is 6 or more units, they have to contract with an outside provider to come haul recycling away.

It really depends on the design of the house, too.
I grew up without AC, but it was a single-story house beneath a gigantic shade-tree. It got warm inside, but fairly tolerable with some fans.
Then I moved into a two-story house without A/C, and without any shade. Heat rises, so upstairs retains a lot of heat. My upstairs bedroom would get to 90 degrees at night and I would be absolutely miserable and unable to sleep. Even if night-time temps would drop into the 70s, it would stay in the upper 80s in that room, even with the windows open.
I eventually mitigated the issue with one of those in-window fan units, to exhaust the hot air and pull in cool night air. Simply opening the windows did nothing, even putting a fan on a table in front of the window did nothing. The in-window unit at least managed to cycle enough of the air to equalize the indoor and outdoor temperature.
They sell these dope ass snow squeegees now that are amazing for both windshields and car tops. They are extendable too. I was on the 28th floor and remember walking up and down a lot that semester. But it was actually good timing: we had weather in the 80s in March, and a stretch of 11 days in a row above 70 degrees. Just imagine if people were being evacuated every day into the rain or snow.

LOL Disabuse yourself of that notion right now. Our public transit is horrible and getting worse. That said, Pittsburgh is a very walkable city, with almost everything you'll want to do occurring in two hubs (Downtown and Oakland) that actually have decent bus service between them.
Saturday morning, go to the Strip District and buy far too much food. It's too bad you're not staying longer, because part of the fun of the Strip is buying food to cook later, but there are still a lot of great street vendors and restaurants. Also lots of other cool stuff. I recommend the gyro at Labad's followed by donuts and Peace Love and Little Donuts (not visible in this street view, but it's at the green door dead center of the photo). And be sure to stop and smell the roses on your way from one to the other.

As others said, most don't turn on the heat till November. October has a habit of being very hot and giving the city 2nd or 3rd summer for a week or two. The thing with radiator heat for buildings is that it's either on or off and there's not much for temperature adjustment. October around here was pretty warm, so that's likely why it wasn't kicked on in October. If they haven't turned it on already, they will this week.

To all the people complaining about potholes that are unpatched: Have you reported them? Pittsburgh has gone a decent ways to make using 311 fairly easy, by phone, app, or web form. The city is fairly vigilant about taking care of maintenance issues reported there, with certain things taken care of immediately, although it's harder to repair roads in the winter. As the article states, there's fewer than 200 reported potholes that the city hasn't taken care of.
I’ve been noticing what I call the “Pittsburgh Split” for quite a few years. I’m also very well read on the statistics regarding perception of thunderstorms moving around individual locations. In most studies, it’s been proven that the perception of a storm “always missing me” is more easy to recognize than the “storm always hits us”.
With that said, I’ve got a theory that the summer lake breeze off Lake Erie, and the typical west-to-east or NW-SE large scale motion tends to focus systems more to the north of Allegheny county. Storms coming from Indiana and Ohio also typically die off as the lack of diurnal heating provides not enough convective energy by the time they reach us in the late evening.
I’ve never seen it as bad as this summer, particularly East of Pittsburgh to about Latrobe. We are in dire need of rain.

Most construction projects are fixed price, which means the contractor gets paid $X to do the job regardless of how much or little it costs them. Find the shutoff valves for your outside sillcocks. Shut them off and drain the valve before the first freeze. Leave the hose disconnected.
This is the best shovel for less than six inches of snow, and I'll fight anyone who argues with me. You'll also need a more conventional snow shovel for deeper snow.
If you store paint in your garage and it freezes, it's trash.
Acquire an FLIR camera and use it to check for cold spots in the house. Look particularly at the sill plate, around electrical boxes, and anywhere the conditioned envelope is pierced. Spray foam is great for closing up those air intrusion spots. Wear old clothes, spray foam never comes off.
Keep some mouse traps on hand. Mice are like the insects that you had in Florida, only smaller. They'll typically try to move in when it starts getting really cold.
If your house uses forced hot air heat, look into adding a humidifier.
Scraping your car off and sitting there freezing is nice, but a remote car starter is way better.
If you own something that's made out of concrete - a driveway, for example - check it for spalling and apply patches before winter. If you ignore the spalling, it gets bigger and more expensive to fix.
Find out now what the plants in your landscaping are, and find out if any of them will need protection from frost. One of my neighbors has a goddamn fig tree that he has to bury every winter.

They do have an app where you can check the data from anywhere, which is what I just did. It's still a little rough around the edges given it's early state, but it works.

What I was thinking was the non-public addressable .onion tld, tor internal hidden services where each side is hidden. Like with the silk road. I agree that typical usage of tor, the exit node would plainly see all destination traffic (encrypted or not per the specific service ssl, etc). Am I missing something?

I was curious about that too. In the video someone posted from the dorm room, it visually seemed like a solid 60mph+ wind. I have been filtering through some of the Weather Underground personal weather stations to see what they have reported. If you know specific areas that the storm went through, and they overlap with where weather stations stand, you can look up their history for yesterday and see.
For example, the Lower Lawrenceville station reported a 37mph gust yesterday. I looked at the Pitt and Point Breeze stations but they don't seem to have accurate wind data. I'm a little short on free time today or I'd look through a bunch more stations. Maybe tonight I will. But it's a starting point for anyone with free time and curiosity. If you need help on searching the personal weather stations, they have a brief page on it.

Looking at the recent historical data it looks like March officially topped out at 73 degrees on the 9th. Though I seem to recall some of my thermometers reporting closer to 78 that day.
Check out Meetup.com. It sounds like a dating website, but it's not. It's a way to find and meet up with people with similar interests as you, whether that's gaming, hiking, dancing, low-cost things to do, spiritual stuff, political stuff, etc. You can find groups that interest you and see if they have any events planned for next Saturday. If all else fails, give someone else a gift for you birthday and spend the evening volunteering somewhere. It's free and feels great.

I had to look it up, because I had done the research when I first decided upon this. I was about to call you out for exaggerating, but holy cats, Unlocator has really increased their rates... 3 years ago when I started using it, I paid around $20/year. I think I paid $60 for 3 years, or something like that. It's up to $50/year! By comparison, Nord VPN is $100 for 3 years... I may have to reconsider before purchasing another year...

You just select the routes you want, and it'll show you a colorful line of its route as well as where the buses are. If you click on a particular bus stop, it tells you when the next buses will arrive.

I use the Go Mobile PGH app which makes it easier to re-up parking especially if you are on the move a lot. Many metered spots are free after a certain but some are 24 hours.

It's called a reverse osmosis filter. You can buy one here for about $117. I would recommend, it especially if you have kids. In addition to removing 98% of lead, it also makes the water taste way, way better (IMHO, of course). I don't like that the cheap RO system runs continually, so I just fill a container and turn it off between uses. Still way better than not filtering.
this is ocean front for as low as $85 depending on the date in a mansion on the first page of search results. for the same price I was seeing a 1950s red brick, 800sqft, Steelers-clad home that hasn't been updated since the 50s... in Dormont. it's like yinz have no idea how numbers work in Pittsburgh. you have a $100k home and charge $100/night for a room in it. that's not how it works, otherwise this place in la jolla would be $8000 a night. you don't get 0.1% per day return, are you fucking insane? airbnbs in Pittsburgh should seriously be $20-30 a night tops. this is why it's a dumpster fire. your real estate market is severely depressed but you're charging travelers the same or more than any other city. those who know better complain.
S. W. Randall Toyes and Giftes is such a great spot for, well, toyes and giftes. It's a really fun place, with many unique toys that you don't see at other stores. They also have a lot of toys that are science related. I think there are stores in Shadyside, Squirrel Hill, and Downtown. Even if you don't have any kids on your shopping list, you should check it out.
