The app is a third-party one that I use with a dongle that plugs into the car. I think some people use another one call Torque with the Volt that allows you to see some things. Looks like there is another Volt-specific app too.
I've had the Prius for about 3 years, and put 85,000 miles on it in that time. My family does a lot of cross-continent driving for family visits. I got it used as a salvaged & rebuilt car from a hybrid specialty shop, and don't regret it. I've had no problems at all, and even tow with it and tinker with using the hybrid system to charge my electric motorcycle and run a commercial espresso machine. The benefits I enjoy from the Prius definitely outweigh the cons. I put an AMG badge on it for a chuckle.
I'm planning on a used first-gen Volt since that's what we can afford right now. I'd love a second-gen Volt or a Bolt, but our budget puts us one or two generations back from whatever's new at the time. I'm practicing the saving technique of making a car payment to my own savings account for the new-to-us Volt. Right now there's enough for an older, and higher-mileage Volt, but I'm hoping the Prius will last another year or so.
I have a Bluetooth OBD adapter and MyGreenVolt app which I think doesn't read that value but tries to calculate efficiency in real-time, but due to variances in acceleration and whatnot, varies by a very large amount.
I also have the Torque app and would be interested in the PID values to read the KWH used that the Volt should be keeping track of.
No idea if it can get this information, but you can get a bluetooth OBDII sensor to connect with an app which exposes more information.
I have not done this myself though.
However, I do have a kill-a-watt I use to measure my lvl 1 charging at the wall. Obviously that can't get you historical data, but you could use it to find some of that information moving forwards.

You should include MyGreenVolt, which uses an OBD2-to-Bluetooth link to show a very detailed stats dashboard from the Volt.
