Check out our little game, Ninslash, it even has Android version.
It's based on TeeWorlds engine, but ninja rope is replaced with jetpack, so the gameplay is closer to Soldat than TeeWorlds. Maps are smaller, but this can be fixed.
First release was around four months ago, and there are very few players right now, please check it out, it's free and opensource.
Two-player mode is here, you'll need two gamepads to play it.
If you want Soldat-like online game on Android, you can try Ninslash, although you'll be mostly playing with bots - the game is mostly unknown so there are no players online.
The touchscreen controls are using swipes and taps instead of regular buttons, this would work okay if the game was not so fast-paced, you'll really need a gamepad to compete with PC players.
And yeah, I'm one of the devs. I've also ported TeeWorlds a long ago, but touchscreen controls in TeeWorlds are totally unusable and will likely never improve, because seriously, you need three thumbs to play it using touchscreen, and humans only have two thumbs in the default configuration.
There are other games in similar style on Play Store, if you are okay with ads and pay-to-win upgrades: Flat Army, Lost guns, and Doodle army.
On the upside, these games have many online players.
