You can do this if you install Notification Center for Pebble. Its plethora of config options can be daunting, but many swear by it.
Yep, it does. You can also download some third party apps (Notification Center) that let you customize a vibratory pattern for each notification.
Check out Google Play for other apps. Like Dashboard so you can silence your phone from watch, disable wifi/BT/3g, locate your phone, etc.
Edit: forgot your second question. Notifications remain on your phone, unless you dismiss them by clicking the middle button of the Pebble.
There's no flick-to-dismiss option with the stock notification manager. However, if you want to tinker, you can try Notification Center. I don't know how well it works on the P2, and Matej isn't supporting it any more, but it does offer this feature (among many, many others).
You have (some) control over vibration patterns on the watch. Press select (middle button), go to the top app (control panel), and press select. There is a submenu called "Vibrations". You can change vibrations for Notifications, Calls, Alarms, and System messages. The specific patterns you see depends on your model (not all vibration motors can generate all patterns).
Android users can install a third-party app called Notification Center, which provides many more features, including setting vibration patterns on a per-app basis. I tried it once but it was more complicated to set up than I wanted to deal with. I don't know of any comparable app for iOS (jailbroken or not).
I did the same and went with an S3 at the end of 2017. Earlier this month I went on vacation and didn't want to bring the Gear with me in case it got damaged during the trip and put on my Pebble 2. I still haven't taken my Pebble off my wrist and I don't plan on putting the S3 back on.
Also if you miss the notification features of the Gear S3, install Notification Center for Pebble. Being able to interact with notifications was the only feature I wanted back and that app does so.

Android users have the option of installing Notification Center by /u/matejdro -- this provides pretty much all the features you ask about. I tried it once briefly, but didn't want to spend the setup time needed to get a real benefit out of it.

It redirects more notifications for me. Only downside is it ignores the Do Not Disturb setting and has no replacement for it. Also it's not as nice looking as the built in notifications.
I'm another fan of the TimeStyle watchface.
The apps I use the most is Notification Center for Pebble (link to the companion app, assuming you're on Android) which gives you far more finely grained control over what notifications are passed on to your watch and how they are presented and Music Boss which lets you control audio playing on your phone from your watch rather better than the stock app.
There's an alternative notification system for Pebble from way-back-when, called "Pebble Notification System". It has its own companion app, and implemented a bunch of features not found elsewhere. I'm not sure how widely in use it is these days, but I can't use anything else because I rely too heavily on the strong notification filtering (and benefit from the other features too).
Because the app was developed back when Pebble was new, it has an old look that didn't keep up with the rest of the Pebble firmware and design guidelines.
I've made a few changes to the watchapp side of things, which makes PNC look much more like the default Notification cards.

Hey I have a PTR that was giving me a bunch of notifications issues. It was fixed when someone on here suggested I get Notification Center and now I get every notification. Be advised that this app is super customizable so you might have to spend some time getting it setup to your liking. Oh and it's only for Android, I'm not sure if that's what you're using.
Would Notification Center for Pebble be your friend here? It certainly lets me set the pattern on my Pebble Time (if I want to, and on an application by application basis even, but I must admit I've left it as is).

The image isn't just a background, it's the MMS image received. Pebble's notifications aren't capable of displaying images contained in messages.
There is a companion app, and it's only for Android. Sorry, I forgot to mention that it doesn't work with iPhone. I always forget about iPhones.
DND only silences the phone. Your notifications will still come through. What you can do is use Notification Center. Each app has its own settings. In the settings you can choose "respect Android's do not disturb mode". That will keep notifications from going to Notification Center.
You will also have to disable native notifications in the Pebble app for all the apps that you want to use Notification Center for.

It basically gives you an entirely new notification system. Sort of heavy handed for what you're asking for, but I like it more than the default notifications and it's really customizable.

I installed this one. Doesn't seem to have fixed the problem, still not getting notifications from the app on my watch.
Your best option might be to use notification center instead of native notifications. You can make it so it doesn't send persistent notifications, and it's way more useful in the first place. (You can press the buttons on the notification, you can customize how they look and how long they show up, etc.)

I kept the Pebble, but I'm really curious about the next gen of Android Wear watches that will include the new Qualcomm chips, which should make them thinner.
The PTR is nice and thin. I like being able to check my notifications without taking my phone out of my pocket. I only use it for notifications and the occasional responding to a text via voice.
Pebble's default software for notifications is garbage, however. If it were not for Notification Center, I would have probably returned it. Notification Center is great. I get all of my notifications, and I can customize them.
I've read that duplicate notifications are ignored by the Pebble Time app. Some people use Notification Center as a way to get around this (it provides oodles of other features too).

I would be surprised if it can't do it, and it's generally a big upgrade from the default notification setup, IMO.

I installed Notification Center and couldn't be happier. I don't have Android Wear installed right now and I am not missing any functionality I had when I was using it. IMO, Notification Center is much better than the stock notification app and Android Wear.
I had a similar situation but got woken up at 4:50am :-( The (built into Cyanogenmod) Clock throws up a silent notification which allows you to cancel the alarms ahead of time.
The pebble is vibrating for all notifications, whether they are are silent on the phone or with a sound. I'd love an option to only vibrate for notifications that would vibrate/sound on my phone.
I ended up disabling the Clock for Pebble notifications as the notifications make no sense on Pebble (it would make a great out of box default). This was also a compelling reason for me to enable the "Do Not Disturb" mode.

You have clearly missed the point of a Pebble indeed, you want way too much integration that it was ever designed for. Pebble is the next step up from a calculator watch. What you want is one step back from a smartphone, like Android Wear or Apple Watch that is able to do pretty much everything your phone can, just on your wrist.

This is true, stock you can just disable notifications by app basis (and on weekend/weekdays). The issue is from 'old design' as before overlay apps like FB messenger and such, you weren't being spammed by notifications - to be able to chat you needed to actually have the app open. You can map 'Toggle Quiet Time' to a quicklaunch and use that to get Pebble to shut up for a while though.
Notification Center for Pebble can take over the whole notification system and has a lot of features, but it's very complicated to set up and too much hassle in my opinion.

Why do you assume this is true?
Considering that all watch apps that interact with message notifications require a separate companion app to do so it seems very unlikely that the Pebble apps expose this information to 3rd party developers.
For instance, Notification Center is a popular watch app that users on Android can use to replace Pebble's stock notification system. However in order to work the watch app requires a companion Android app that has its own permissions that you can choose to agree to or not.
YaNC is another similar app and it also requires a companion phone app.
For the most part it appears that all apps that sync data with a web service of some sort, for instance all of the Pebble navigation apps and sports tracking apps, require a companion phone app to do so. All of which have permissions which you can agree to or not when you go to install them.

Exactly the same problem with my Pebble Time. In my case it is sure it happened because some water went inside the phone... was using it when cleaning my car (same amount of water that under normal rain, but still that happened). Also some pixels got a little discolored.
Starting with a dark background watchface, you can also use Notification Center to replace default Pebble notification with custom ones moderated by that app. The design is very basic, but having a dark background, you can read them perfectly. Disable background image on notification settings (sometimes it shows sender image as background). It is a little tricky to set up, but once working, it's even better than default notifications.
