Omni Notes ticks most of the boxes, except for markdown and offline. Export options can be achieved through work-arounds by installing other apps you could share your notes to, to "export" them as .txt or .pdf. For example, I am able to share a note to Google Drive which saves it to Drive as a text file.

You could give Omni Notes a try, and though it doesn't have built-in cloud sync, you can export and upload the notes to cloud storage services.

Omni Notes looks like what you're looking for. You can group notes, enable checklist, chose colors for group of notes, etc...
I use Omni Notes for years now and find it very good for what I need. I just tested the swipe away notifications there and it doesn't appear to allow it as the swipe shoes notification settings rather than dismissing the notification so it persists

But I just noticed that each post and comment on reddit has a save option anyway.
To access what you saved, you click your profile then look down the list of things, coins, premium, then there is a saved menu item.
Consider using something simple and open source such as Omni Notes. That way if they shut things down you can always find a way to get it back on your own. Not sure if there's an equivalent on iOS, but if there isn't, you could try Evernote (proprietary, but at least it's not going to disappear on you in the short-medium term).
Look at Omni Notes, it would be a simpler solution for you. It is free and open source and does not use the "cloud", backups are made to SDCard.

I found this one and it has a lot of options to edit and create content in the form of notes, it also has password protection for notes AND cloud saving is currently in the making for the next build.
