I looked for something like this a while back. You are in for a disappointment, there are few, if any apps that do this directly or really well.

There used to be a Muzie plugging but that stopped working years ago. Other apps either have not been updated or are not very good.
Ironically, LG has this built-in as a Lockscreen live wallpaper. Perhaps if you look for ported versions of it or of ports of other ROMs that have it?
Joko also makes my favorite LWP of all time, Paperland, which I see is also on sale for 99 cents. Love the work they do.

I don't use live wallpaper often, but my favorite is Paperland Pro.
I use Paperland by Joko Interactive. I'm a sucker for live weather features, and the wallpaper is cute and customisable.
