well there is a app with following features:

• you can view heroes and their stats + see how much they grow each level

• you can look at cards and see your card collection

• you can almost create deck, not quite yet but it seems closer than ever

• there is a page to view agora.gg and fury.gg

• and a built in chat to chat with other app users

the app is called paradex and can be found on google play only (Android MasterRace)

The Paradex app (free) for Android lists the value needed for each hero to hit the Attack Speed cap like this,

It's a pretty nice app if you want hero and card stats on a mobile platform. There's also a Paragon Wikia app.
