I had the same issue with my app, I have two versions - one is free and the other is paid. I had just changed the icon of the paid to a different colour and it was rejected. So I assumed it must of been that, but changing it back to the same as the free also got rejected. I had submitted the free at the same time but that was not rejected and contains the exact same screenshots. I did have images in my screenshots of brands, so I mosaiced the images and then it was accepted. Compare the Free https://play.google.com/store/apps/details?id=com.mikiex.youtuze.free&hl=en
with the Paid https://play.google.com/store/apps/details?id=com.mikiex.youtuze.pro&hl=en . My guess is that maybe the icon change was picked up by image recognition and triggered it as a job for a human to look at. The human wasn't bothered by the icon, but was by the screenshots. This might explain why one app was picked up on and not the other.

I originally made it for my kids, but actually it just as useful for adults as a simplified Youtube App without the need to login to any account.
To do what you want:
I would recommend #2 because you can edit the playlist on a computer. The free version supports 10 playlists with up to 50 videos per playlist (so 500 videos)
