Unfortunately, I found that Matt was right and I couldn't install OneNote on my CB+. Typical, scummy Microsoft. As if that's going to convince anyone to buy their new Windows RT books.. er, I mean "Cloudbooks".
Anyway, in the way of PDF annotation apps, there's the highly recommended "Squid" app, which costs $10/year to unlock all its features, but I also found what seems to be a pretty decent free app that performed well in my limited testing. Both could be worth a look.
PDF Viewer Pro. It syncs with Google Drive. it also has a windows app. or just use samsung notes.
if this doesn't work for you, setup Syncthing.
The 2 best PDF only that I know are:
Linkme: Xodo
And
PDF Viewer: https://play.google.com/store/apps/details?id=com.pspdfkit.viewer
In order to organize files, this is a nice option also available to other platforms:
Linkme: Tag Spaces
I'm a big fan of [PDF Reader](https://play.google.com/store/apps/details?id=com.pspdfkit.viewer) by PSPDFKit. Really quick and responsive with the right amount of features.
Try Xodo and also this: https://play.google.com/store/apps/details?id=com.pspdfkit.viewer
