I use the legacy app. Works fine. Never updated to the last build of version 1 or to version 2. Figured they'd break it to try to push you to version 2. Since the system is working fine I'm not updating.
I use both daily. Hopefully I can give you an unbias response.
If you like apps, then you'll have a much better time on android. The lack of apps on windows phone is what makes me keep two phones.
If you have no interest in the extra apps then I don't see why you would want to switch to android...the both offer similar experiences, WM10 looks better visually though is not as stable.
WM10 has more potential, but will probably never be realized because there will never be any market buy in.
The 950XL is a beautiful phone, but so are many other flagships. The one thing I WILL say about the 950 that just seems better than any other android phone I've held is that the screen is so beautiful to look at. The colors / depths / smoothness - it all just looks way nicer than android.

There does not appear to be an official app for it on Windows Phone, but there does seems to be one by cDima.

I'm using it myself since I bought the starter packs and didn't have a single problem with it. What is it you are trying to achieve this app doesn't feature?
You can install the old version of the Hue app, it's available in the Play Store.

The "Gen 1" Hue App on iOS allows you to do that. I assume that would be the case on Android as well.
