I think any step counter on your wrist is going to have difficulty with step accuracy, and they should be viewed as "activity monitors," not step counters.
You'd get a more/better recommendations in /r/pebble, but take a look at plexfit
If you use Android, you can try PlexFit (companion app), which does allow user calibration.

Just got my Pebble OG a few days ago and I'm having the same issue. I've been using PlexFit as a replacement for now, but IMO it isn't as good.
You could check out PlexFit (Android companion app here). It does cost a few bucks (after a 15-day trial period), and Bryan hasn't updated it in a while, but it worked very well with my LG G3 when I used it.
I think PlexFit (companion app here) is the best overall fitness tracker, and does a much better job of synching with Google Fit than Pebble Health does. Although I also think Pebble Health does an adequate job for basic day-to-day activity and sleep monitoring.
