I have published my first ever app! It is a notification reminder app that I decided to make because I was unsatisfied with what I could find in the play store.
Features:
I'm not sure if this works with a smartwatch, but this is a link to a good app that reminds/nags at you until you complete your task(s)
"Recurrence"
https://play.google.com/store/apps/details?id=com.bleyl.recurrence
~~He's also copying Recurrence exactly, and not copying as in ideas, copying as in using the same exact application. https://play.google.com/store/apps/details?id=com.bleyl.recurrence~~
Edit: The application has been taken down.
There was a giveaway this morning for an app like this
Also, there's an app called Recurrence which does exactly what you need.
> Is there another app that mimicks this feature?
If that means "set a calendar event with a reminder", then you should be looking at calendar apps with reminder features.
For a simple reminder app (just that, no calendar, no calendar sync), Recurrence is my favourite because of its simplicity. FOSS and also on F-Droid.

> Why wouldn't I? It saves battery.
Wrong, unless you are stuck on Gingerbread or earlier. Anyway, you can also try Recurrence
Not sure what you're specifically looking for in that gif, but

Simplest Reminder: https://play.google.com/store/apps/details?id=com.gadgetjudge.simplestreminder
are probably the two simplest ones I've found. I use Recurrence.
Check out Recurrence if you want to make custom reminders/lists in your notification area. There are a bunch of similar apps if you search for quick reminder in the store.
Recurrence is a reminder app that, when installed, has a neat shortcut function under Shortcuts in Nova's gesture settings. If you launch this shortcut, it opens a reminder set-up card and it opens the keyboard along with it. It's extremely convenient for when you need to jog down a short reminder super quickly, such as when you're talking to someone or when you're on the move, etc.
Only downside is that it only does time reminders and no locations yet.

...if the widget isn't a must, because you can just "Mark as done" from the notification bar once they have alarmed (they can also be "persistent" notifications, so you can't accidentally swipe them off). Maybe you didn't think about this possibility.
Recurrence is my favourite exactly because of the simplicity of setting a task/notification.
Recurrence is the coolest reminder app I have seen. One advantage over Google Keeps is the "nagging notification" feature, it keeps reminding you until you manually dismiss it. (this is optional)
I would suggest Recurrence, it has what you want, such as active and snoozed task and recurring reminders.
If you would like, please also try a to-do app I created myself. It is very basic but works well enough for a to-do list app! Do give me feedback on improving it :)Material Tasks
This is the app you need, assuming you have Android. It'll nag you until you explicitly dismiss it, you can snooze it for any period, and you can set up fortnightly reminders. Just the thing for we forgetful, disorganised wastrels.
Great for taking meds, too.
This one seems to do the trick!

Recurrance - best app for remembering things everyday. It's free.
It has nagging feature (every X minutes it reminds until action is taken) and persistent notifications feature.

Recurrence is pretty simple and ticks all your boxes apart from Cloud Sync. You can Backup and Restore but this, along with the reminder list widget, requires Pro (widget for adding reminders works in the free version).
Recurrence is what I used when my dad was recovering from a heart attack. It's basically a reminder app with recurrence settings, so you can basically set one med and have it repeat itself every X hours/days

...slightly cumbersome as there's no direct "persistent notification" option, you need to set reminder date/time to "now". Notifications can be non-swipeable too. My favorite reminder app due its overall simplicity.

I haven't used this in a while, but when I did persistent notifications were possible. Too many options for my taste.
You may like Recurrence.
Recurrence offers it, though I haven't had occasion to use it yet. I use the version from f-droid
Recurrence (Get reminded about notifications) - https://f-droid.org/app/com.bleyl.recurrence
but it's also available from Google Play

Until Keep adds this feature I've migrated to Recurrence and I couldn't be happier. It has "nagging notifications" that forces you to pay attention to your tasks.
Recurrence is probably the best fit for your needs

Pretty nice. I've been using Recurrence because it is simple, but it lacks an actual feature for setting a notification without an alarm. There are lots of notification apps that do many things and require way too many steps to set a notification. So keep this simple.
make the "Title" text field a bit larger? (and if you do that, maybe without bold text), now easy to tap the description field instead
show date and time in the main view, and sort them by date
options: custom notification sound, default color, type and priority
does this use AlarmManager? If it doesn't, it won't alarm if a doze / battery saver app is on.

No sync with GCal but this app ticks all your other boxes
Try Recurrence.
MIGHT help if you would mention what apps you've tried so far.
Recurrence is simple.
