This is actually a tablet called "Nvidia Shield". No phone hardware in there, but a decent screen and WiFi and you can connect a Realtek SDR to the USB-port and use it together with RF-Analyzer which is quite neat too.
I'm okay with it. I got it for a really good price, and because I didn't want to use it with the original Nvidia Firmware (which requires agreeing to a stupid, game streaming contract of theirs) I flashed it with Cyanogenmod, which is something like a stock, no extra frills, entirely open-source version of Android.
Sometimes, at about weekly intervals, it freezes and needs to be reset. That's annoying, but I'm okay with it for the price.
Honestly, if you want something good and usable and you aren't on a student budget like me, get a Google Nexus phone or tablet (whatever you prefer) and be done with it.

RF Analyzer works with both a local RTL-SDR through an OTG cable, and RTL-TCP.
