You really should look up what a quarter note is to get the ball rolling, but I'll try to explain it, briefly, without terminology.
So, it varies, but most songs have a four beat pulse. Basically, if you were tapping your foot along to the music (and you really, really should be), you would find yourself tapping your foot in such a way that all the different sections of the song would be split up into intervals of four. At first it might feel like this or that section is about eight beats, or even sixteen, or whatever, but typically intervals of four, and eventually you'd realize that every four beats signified some minor or major turn in a phrase, in other words, a point of emphasis (maybe the note is played a bit louder, or its really harmonious at that point, etc).
Now, there are likely some notes which fall in between those beats, but I think if you just practice tapping your foot you'll see that they don't 'pulse' in the same way, they don't tend to be as regular.
You should get a metronome (there are phone apps), and practice tapping your foot along to the beat, counting off in fours (1, 2, 3, 4, 1, 2, 3, 4, etc). Once you can do that consistently without thinking about it too hard you can start counting in between the beat (1 'and' 2 'and' 3 'and' 4 'and' 1 'and' 2 'and', etc.). Do a bit of that every day and you'll find it easier and easier to apply to songs.

The app's also sorta dope because I don't really have any traditional music training and it's been teaching me music notes.
