Gwentify offers this functionality. If you create your collection and then build the deck, it will tell you how much scrap you need to complete the deck.

The app has been around since the closed beta days. It has been through several rewrites as Gwent has evolved, and I've probably put in somewhere between 150-200 hours overall.
This feature in particular was an idea I had last Friday afternoon, and I built it out over the weekend.

If you have an Android device, you can check out my app called Roach.
It supports every language that Gwent supports, so you are able to search for cards in Polish :) When you download the app it should default to your language, but if it doesn't there is an option in the settings to change it.

It has some issuses but it works and it was up to date with 5.0.10 so all cards are there. Newest changes aren't there yet (but, hey it is day 2 of the patch)
Roach for Gwent app for Android has a collection manager too. I haven't used this feature of the app myself so I'm not sure how useful it is though.

There is already an app like that called Roach.
What developers need to do is try to create web meta data while games are being played and push them through an API so other side apps can make use of it to help with the explanation of the cards on board/history. Similar to what DOTA 2 does, with example service called http://www.trackdota.com/. Along with that, Twitch needs to realise that there are some games that would absolutely benefit from such live data along side their streams and should work towards embedding such features in their client.
