I'll say this about construction simulators. Tons of Moblie games are basically construction simulators Lite with social aspects and F2P monetization packaged in.

The problem is most people won't pay 7$ for a mobile game no matter how good it is.
Rockstar got away with it because the people who would play them know how much content they're getting (And are already amazed that PC games that once had "amazing" graphics for PC games are now mobile).
An great example showing what happens when you have a game like Rockstar's and you do what they did, and go down the FTP route at the same time:

But has <500,000 downloads.
If you assume the downloads are right in the middle of the ranges given, <10% of the FTP players have to buy the cheapest IAP to generate more revenue than the full game.
That's simplifying things because Classic has some expensive IAP, and the FTP game has much more expensive IAP than 99 cents, but it shows how easy it is for the FTP to generate more revenue than the "better" non-FTP game, even when both are being offered by the same creator because people won't pay for the "better" non-FTP version upfront.
I highly doubt you're going to find much on PC, and certainly not on Steam.
However, there's a mobile version of RollerCoaster Tycoon that's free to play, but I have no idea what the IAPs are like.
