I moved from my Mi 5 to my Mix 2 a few weeks ago for £295. Was considering the SE but decided against it mainly due to the wait and the lack of NFC. So far I have no regrets (except I'd prefer a <5 inch phone and a headphone jack but you can't get that so if you have to go big go big I suppose). The design and build quality of the Mix 2 is great, it makes my mum's S8 seem cheap. Can't imagine the SE matching it in this regard. Absolutely love using the phone.
I've actually realised how little I use the front camera since getting the phone. I have this app for telling Snapchat and Insta to auto rotate. Snapchat makes it look like your picture will be upside down when you go to take it but then it's fine when you have.
Don't know how much you are into ROMing and tweaking either but the Mix 2 has official Lineage support which has been really great for me. You can also get GCam on the Mix. Looking at it there is no real development on any version of the Mi 8 yet.
If you can get it now, I'd go for the Mix 2. Not worth waiting when there's so little difference and for what in my opinion is

I've been using this app even prior to this phone to get apps to rotate for me. Or even, not rotate. You can set per app settings for rotation and it's pretty nice.

No. But you can download rotation control from the play store. I used it on an old phone for landscape on home screen
You can probably find a bunch of free screen rotation control apps as long as you're on Android. I didn't have one installed on my current phone so I just downloaded Rotation Control but I think you have to buy it after a few days or something.
You could make a Tasker profile that enables AutoRotate only for the camera. Or (if you don't have Tasker) use one of the hundred apps that can make rotation profiles for apps.

I had something similar to this happen with my phone. I found a fix by installing an app that gives you control of how each individual app on the phone behaves in regards to auto-rotation. The app I use is called 'Rotation Control Pro' which is a paid app, but there is also a free version simply called 'Rotation Control' which might work for you without paying the $2-3 for the Pro version. If you use something like this it's possible but it cuts off a tiny bit of my screen on mobile, and it just looks kinda weird imo.
