Spectral Souls sucked up a dozens of hours. An excellent tactical RPG. Currently $10.99, though it intermittently goes on sale for ~$6. The original PSP release infuriated reviewers with obnoxious loading times, but these problems are absent from the android release. As with most PSP ports, this is a disk space hog.
It really depends on how much of the mobile sauce you want.
Shining Force II is an interesting case because
A:) its really good
B:) its self contained and pretty focused on delivering the most of its experience primarily because the developers were competent and forced to work withing the constraints of the Sega Genesis.

emulate Shining Force III but that might be a bit of an ordeal. (I still don't thing I've ever gotten the rom patched and working but... well... I didn't try very hard at the time because I'd just discovered Shining Force EXA which... while a very good game... is nothing like Shining Force even though its under the same brand umbrella)

Excluding HyperRogue, I've tried and/or bought all of these on either mobile or console.
Agarest War etc. : These are excellent, console-quality games. Expect to be entertained for dozens of hours. I'll note that the PSP version suffered from loading problems, but this isn't an issue on Android. I'll note that these games intermittently go on sale for 50% off, for those on a budget. Personally, I appreciated that Spectral Souls had no IAP.
Banner Saga - Everyone seems to love this game. I bought it, but I didn't love it. I'm not sure why.
Legend of Ixtona - This might be a good game, but it suffers from a bunch of tiny QoL issues that prevented me from enjoying it. I ended up refunding it.
Alien Star Menace - An excellent tactical RPG. Free w/o IAP. Well worth playing.
Hoplite - This is a great game, though it's as close to abstract board games like chess as it is to tactical RPGs. I definitely recommend it, but will note that Hoplite has poor replayability unless unless you unlock the full game ($2.99 as of now).
HyperRogue - I haven't tried this game.
Battle for Wesnoth - I've only played this on desktop. This is a quality RPG that I'm really bad at. Embarrassingly, I could barely even beat the tutorial.
Adventure Bar Story - This is a fun mix between shop management and turn-based RPG. It's not perfect, but it's decent. However, this is definitely not a tactical RPG.
Emulate DS, PSP games. (Final Fantasy Tactics, Pokemon Conquest, etc) - You know, you could just buy Final Fantasy Tactics for mobile directly. I had a lot of fun playing this on console, but haven't yet paid for it on Moble. But I probably will at some point.
