Receipt Bank does this but is somewhat expensive.
Hubdoc looks pretty good and scales its cost with how much you use it.
CamScanner has OCR and I believe has functionality similar to what you're after but requires a subscription and likely more manual input, too, than the others.
Is it for personal tracking or professional tracking? If it's professional then I'd look into a bookkeeping package, we have MYOB and Xero here in Australia (quick books too but don't). A number of of these apps hook straight in.
If it's for personal then I think Hubdoc is likely your best bet but if you google "similar to Hubdoc" you should get a bunch of sites that list apps of a similar function with comparisons and everything.

What if I don't want my data in the cloud though?
Why do I need to make an account? I'm really not okay with making another account for yet another thing.
I'd rather back up my purchases on my phone. This is looking pretty good because Password managers don't really have a properly built in system for saving warranty info.
However, I'm very skeptical what you're doing with user data if you want us to register and put these items in the cloud. Just deleting it all? Yeah I don't believe that...
If you truly don't intend to make a profit and you really aren't doing anything shady, then the app should be open source.
If you want to simply keep a list of your expenditures, I haven't found anything that beats Smart Receipts for Android. You can set up categories, take photos of your receipts or import them, generate reports, back up your info, it just does it all simply and does it right.
