I know this is not a perfect answer to the question, but there is some VR games which work without gyro : an example is Space X Hunter https://play.google.com/store/apps/details?id=com.creation3d.spacexhuntervr , and most of the game made by "Fibrum"

OK so here's the thing: normal mobile VR apps are out of the question if you don't have an internal gyroscope and can't emulate one (with a few exceptions, like this -- but again, it wont be great). So from that point the only way to you can do mobile VR is to essentially tether your phone to a PC in order to stream VR content to it as a compressed video stream. You can do this using VRidge/Riftcat. For external tracking solutions, you might find this discussion useful. Or you could start a fresh thread in that sub for some additional advice.
