1 - I have used the phone app SportsTrackLive Pro to do this for years. It requires you to take the phone with you (the app lives on the phone, and gives you a useful notification on the watch... click on "details" for that notification and you can swipe accross display of heart rate and other things... they remain displayed until you swipe them away (watch doesn't time out).
2 - Recently google has included into Google Fit provisions for chest strap heart rate monitoring with any watch. Open the fit app, go to settings / bluetooth devices .... find your heart rate monitor and connect.
I've asked this a couple of times on /r/fitness, and was told to try here too:

I'm pretty surprised; I mean given all the trackers that track heart rate during exercise, this seems like a pretty rudimentary idea.
I found a thread from four years ago that recommended this app, but it's no longer updated and hasn't added any supported fitness trackers in years.
Is there really no other app that can do this?
