If you are a little on the paranoid side, there's one that doesn't require any permissions and stores your passwords encrypted locally on your device. It does allow you to create an export file so you can transfer manually between devices.

I use S.S.E. It is free and the password vaults are stored locally rather then as part of a website/service. It doesn't even ask for network permissions.

MiXplorer has an option to create various dot files. See the screenshot. Mixplorer is really feature rich & highly recommend it.
[Edit] For the vault app, I use SSE - It encrypts the file/folder using the user chosen encryption algorithm and creates an ".enc file". You have the option to wipe the source file after encryption for added security. You copy/move this enc file.
