I would suggest Star Realms. It's a 2p deck-building game where you attack the other player's empire. It has asynchronous multi-player and a single player campaign. Basically the free download is a demo with a few missions and the IAP are for the full base campaign and unlocking multi-player and then the other IAP are additional missions and cards.

Free download allows you only to play against AI (to see whether you like it), but the payment is one-time and once you do pay you get full version for all platforms and any number of devices. It is NOT collectible card game - everyone plays with the same set of cards.

Star Realms is a fun deck building game, that is free to play and a few bucks to unlock extra features including online play. Best of all, it is truly cross platform, so if you pay you can play on Android, iOS, PC or Mac.
I had never played this type of game before but found it fun to get into and the games are quick, around 10-15 mins usually.
Star Realms is easily my biggest time-sink. Average game is about 5 minutes. The campaigns are fun, and I'm still getting oodles of playability out of the vs. AI mode. Not sure what the online scene is like for it.

Scrolled through some of the reviews and it looks like a mix of it not working on the Pixel right now (I'm sure a patch will fix that), content not being bought across all platforms (i.e. buying the DLC on android does not unlock it on Steam or iOS like Star Realms does, which is another great game), some people not liking the sign-up process for the online portion, a couple reviews complaining about skipped turns (there's cards that literally give the other player another turn), and a few people with performance issues.
I've not had any of these on the Android/iOS versions. I have had a lot of issues with the Steam version with bugs preventing me from finishing games, which usually consists of the AI getting caught up in a turn and unable to continue which effectively stops the game and forces me to start a new one, but I've not run into that on my android version.
Star Realms has a ranked play mode, somewhat like Hearthstone, and there are unofficial tournaments pretty much every week which you can find via BoardGameGeek or Facebook.
Star Realms is awesome. It's based on a card game, plays in about 15 minutes, and the base game is free. For $5 you get the full game that plays on everything (Steam, iPad, and Android).

Star Realms is a deckbuilder that has a mode like what you describe. Looks like it costs $5 to play multiplayer. I played it quite a while ago before there were all these expansions you have to pay extra for so I have no idea how they affect the game.
I really like Star Realms for a quick game. I can play a game against AI in a couple of minutes. It supports cross-platform multiplayer as well.
Also by White Wizard Games is Cthulhu Realms which similar, but with different theming.
Both are free to play, with an IAP to unlock multiplayer.
I don't play many games on my phone but I have played Star Realms. I enjoyed it, seemed pretty well set up, it's a decent simple deckbuilder card game. The store says IAPs but I don't remember encountering any, although I played a year ago so maybe I just forgot what they were.

There's also the "Gambit" expansion that can be purchased to add a new set of cards. The online play is nice. One of the options is "Time Per Turn" which can be either 3 minutes or 48 hours.
The full game and Gambit expansion are attached to a Star Realms account you create. You can use it on any device that supports Star Realms. Since they support Android, iOS, Windows and Mac that gives you a lot of options for where to play and you only need to buy it once.

The multiplayer isn't free but I think the single player to some degree is, so you can both try it out.

If you like table top games / board games, there are a number of different digital versions that have online multiplayer.
Two digital versions of table top deck building games are Star Realms and Ascension. These games you start with a small deck of cards with attacks or abilities them. You add more cards to your deck as the game goes on. Both have online multiplayer. Ascension specifically mentions it has asynchronous multiplayer, which would be good if you can't play at the same time.
Table top card games, San Juan or Splendor. Online multiplayer.
Board games, Ticket to Ride, Catan, Carcassonne, and Galaxy Trucker. Online multiplayer.
Almost all of these have IAP for expansions to the base game. They are all optional and you can just skip them unless you really like the game and want more/different levels or more/different game mechanics.

This is usually $5, and it rarely goes on sale (the previous sales were in November 2019 for $1 and December 2018 for $2). It unlocks local/online multiplayer, the hard AI, and the ability to buy more DLC.
