In-browser? YASB, and no others are even remotely in the running anymore. http://geordanr.github.io/xwing/
Android? Startactics. I have tried all the rest, none are as quickly updated, as smooth and consistently fast and clean. Good enough that I was happy to make the 1-time donation to remove ads. https://play.google.com/store/apps/details?id=com.shinayser.xwingmanager
I have been using Startactics for quite some time. It always seemed cleaner than X-Wing Squadron Builder. It gets regular updates, as well.
I'm a big fan of Startactics. The guy that makes it also makes a simalar app for Imperial Assault if you play it.
You can tell it what sets you own (plus single cards/promos) and it limits you to those components when squad building. It still allows you to disable the collection and make lists with out being constricted by your collection though.
He also keeps it very up to date (he already has the C-ROC!) and if you ever see a bug/error and report it he has a pretty fast turnaround on fixes.
I've used that app before, but right now my obvious choice for list builder is startactics XW. It beats the rest hands down. https://play.google.com/store/apps/details?id=com.shinayser.xwingmanager
Easy to add your collection, make lists, and export to different formats like play paper. Optional to only pick ships, pilots and upgrades from your collection. Scrolling through upgrades is great.
Startactics has consistently been the most responsive and best interface for me on Android.

(Yet Another) X-Wing Miniatures Squad Builder pretty much smokes the other web tools for updates, and because of that it quickly replaced the other web tools for me.

It has the nicest interface by far, and enforces collection, but doesn't allow any variance from that. Can't tweak the collection for promos or singleton ships or anything, which is my only complaint.
I very highly recommend Startactics (https://play.google.com/store/apps/details?id=com.shinayser.xwingmanager&hl=en)
Incredibly useful app for previewing expansion information and building squads based off of what you own
Try to use Startactics https://play.google.com/store/apps/details?id=com.shinayser.xwingmanager
I will think about use of 2-row layout for list of upgrades.
I use Startactics.
It depends on how deep you want to go and what you want from the experience. I started out with a FA Starter box then learned with Triple Defenders but they kinda nose dived in the meta and now they collect dust in my Imperial box (other than Vessery). Look at other hobbies you have had.
If you have a competitive streak then grab a tool box of ships from a faction. Scum is pretty much top of meta right now. Grab a Lancer-class Pursuit Craft, Punishing One, Protectorate and a Scurrg. You can make a ton of really good lists with that. Saving a couple bucks with trying to play only starter kit factions will having you paying more in a lot of cases.
If you just want to play 1-2 times a month with a friend, grab what makes you happy and looks cool. :)
Also, practice building lists before you buy: Web: https://geordanr.github.io/xwing/?f=Rebel%20Alliance&d=v4!s!&sn=Unnamed%20Squadron&obs=

There are a few list builder apps for phones and tablets that make it a little easier.
Here's the one I use:

> I'm sure things like this exist already though.
It's still nice to have options. Here's the one I use:
