/u/hebug has all of the NCotW on a Google spreadsheet... you might be able to export it to an app like Supercard. Supercard uses quizlet which can allow you to create flashcards through excel. It's gonna take some work but if you go through it, share your work.
I'll help you Wednesday night if you want to work on a local copy of hebug's sheet and tweak it for quizlet.

I was pretty pleased with Supercard Flashcards, although it could use a UI update from Holo to Material. It has all the options I was looking for: Able to choose whether the "question" or the "answer" is displayed first, can do random neverending quizzes, and has several options to answer including multiple choice and fill in.
The only catch is that if you're using this to study a foreign language, the files have to be in UTF-8 format for any foreign characters to get imported properly. If the CSVs were made in MS Office, they may not work, as it saves CSVs with some other weird encoding. (There is a workaround if anyone's interested)
