TaoVisor works pretty well for exactly this.
The top row of icons will automatically fill up with recognized VR apps. If you want to add anything not auto recognized you just go into the settings by staring at the cog icon (it should also have text once you look at it)
Edit: Their photosphere browser is also really convenient since it shows your photospheres as thumbnail spheres as opposed to cycling through and loading each one.
Edit: Forgot to mention that you can then exit your VR apps by tilting your head left or right to go back to TaoVisor

This one is pretty good the thing is that some apps begin in SBS mode while others do not thus making it kind of difficult to create a VR launcher.
