Templar Battleforce for me. That game just gets better every time I play it again. In part due to me getting better but also my units growing stronger ofc.
A big part of this replayability also are their regular updates once to twice a month.

You make a team, do missions, level up, pick skills, equip different weapons, choose which tech to unlock. There's a number of difficulty choices including stuff like perma-death, if you're into that. There's a free demo that you can try out first, if you wanted check it out.
Had for a while but really started enjoying Templar Battleforce

You may like Templar Battleforce, it is a squad turn based strategy game. There are some RPG elements like experience to unlock more abilities, a tech tree that gives you new gear, multiple character classes. The top down combat is similar to the Fire Emblem games. Premium game, no ads, no IAP. There are a lot of maps/levels, multiple difficulty modes, and the devs are pretty decent about keeping their games updated. They added in an extra set of end game levels to this, for example, and add in new abilities and items from time to time.
Speaking of Fire Emblem, there are also game boy emulators if you wanted to play those.
I just purchased Star Traders Frontiers (because I really liked Templar Battleforce by the same developers). It is to early for me to say whether Star Traders Frontiers was a good buy, but I can at least say that it makes a good first impression!
If you don't mind it being Sci-Fi themed, Templar Battleforce is nice. It's a bit pricey, but it's worth it imo.

It might not be what you're looking for as it's a turn based strategy instead of an action game, but I thought Templar Battleforce was good. Felt like something I could have played on PC.
It has squad based missions. You have a main character and recruit different unit classes. You often get a choice of who to take on missions. Lots of combat. Pretty lengthy campaign. As you level up, you pick new abilities, use a large tech tree, equip different gear, etc. Game has kind of a Sci-fi, Space Marine, Warhammer 40k theme. Multiple difficulty settings including ones with perma-death, if you like those.
Premium purchase, no ads, no IAPs, no timers/stamina limiting gameplay time. Devs are good about updates and adding a little more stuff. Also has a limited free demo with an IAP to unlock full game, if you wanted to try it a bit first.
Check out Templar Battleforce RPG. It's a good tactical RPG that's entirely offline (only online for Google Play login, can be skipped). Worth the price IMO. By the Cory Trese Brothers, who made some other games mentioned in other comments.

If you like this, you'd probably like some of the other games from the same devs, the Trese Brothers.
Templar Battleforce was particularly good. It's a turn based, squad combat game, with some RPG elements. The game has a fairly long main campaign. Replay is multiple difficult settings including permanent unit death. There's definitely a Space Marines Warhammer 40k feeling to it. Full game and Demo. Full game has no IAPs, no timers, or anything else to limit your game play.
I also liked Star Traders. It's one of those games where you mostly set your own goals and can kind of do whatever. There isn't really a set story. The combat is turn based. So if you want to be a merchant and avoid combat by running away in a fast ship, you can do that. If you'd rather be a pirate and attack civilians, you can do that. Or maybe you want to be a military officer, side with a great house, and attack their enemies. I enjoyed playing as an explorer and gathering alien artifacts to sell. Replay is multiple job paths, difficulties, and achievements. Full game and Demo. Demo gives you a much smaller star map to explore. Full game has achievements to unlock things like new ships. If you really don't want to get the achievements by just playing, there is completely optional IAPs to unlock stuff instead. Otherwise, no IAP, no timers, or very anything else to limit game play.
They've also got another four games, but I only also played the Star Traders 4X game.
Since there aren't that many recommendations here, I'll give it shot.
Note: All of these games are premium games on Android, imo it's not worth the hassle dealing with F2P games.

Guild of Dungeoneering is a combination of a deck building and at turn based strategy with rogue-lite elements. Build a little base, recruit heroes who have a starting deck of ability cards. Run dungeons that are mostly randomly generated by how you play out dungeon cards. Fight monsters, get gear that gives new ability cards to add to your deck. Deck resets on victory or lose. Win and you get access to new areas and more gold to build out base which gives new heroes. Fantasy themed.
Premium purchase, no ads, no IAPs, no timers/stamina limiting gameplay time. Has had a free couple expansions added so far.
Shadowrun Returns and Dragonfall. Design your own character or use a premade class. Large campaign with lots of different classes you can recruit to work with you. Mix of grungy sci-fi and magic. Shadowrun setting. Note that some people have indicated that the UI was hard to use on smaller phones.

Knights of Pen & Paper and sequel. On the lighter side compared to Templar Battleforce or Shadowrun. Setup a party of up to five. Run through a campaign. Kind of stupid humor.

You may like Templar Battleforce RPG. It is a turn based strategy game with top down combat that features things like cover. You create a team of different units with different abilities and equipment. As you do missions you can often select which ones you want to take with you. They will level up and you get a wide range of abilities and a tech tree to go through. It's got kind of a Warhammer 40k theme to it. Game is mostly combat and unit management.
The normal game mode doesn't have perma-death, but there are a bunch of different game modes that you can choose from. Including ones with perma-death and ones where if your main character dies, you lose.
There is a free Demo if you want to try it out. The main game is premium, with no ads, and no IAP. It has a fairly long campaign. Took me a week or two playing a hour here or there to beat normal mode. Last time I played, there was one set of extra missions available after the campaign. I'm not sure if more have been added. The game is not abandoned and has small updates every month or two.

The current Humble Mobile Bundle has two Shadowrun games. The combat in these is a turn based strategy style with stuff like cover that will probably remind you of x-com. You make a character, recruit others to your team, play through a campaign. It's all Shadowrun, which has a mixture of high tech and magic, if you aren't familiar. Some folks said these were too small on their phones, others were fine with it. They are both great games, though. They'll feel more RPGish than Templar Battleforce. I don't think these have perma-death, but maybe I'm remembering wrong.

Templar Battleforce, it is a squad turn based strategy game. Combat is on a top down map with cover locations. Your team moves, attacks, use uses abilities, builds things, etc, then the enemy side takes a turn. There are some RPG elements like experience to unlock more abilities, a tech tree that gives you new gear, multiple character classes, etc. Quite a lot of gameplay, lots of levels and missions. Multiple difficulty settings. Premium game, no ads, no IAP.
Guild of Dungeoneering is a combination of a turn based strategy, roguelike, and deck building game. You get different heroes that have a deck of different ability cards and you add to that deck by finding loot in the dungeon. You explore mostly randomly generated dungeons. Combat is turn based, the monsters playing ability cards and you choosing which of your abilities to use in response. As you do the dungeons you earn money to build into your base, getting new heroes and items. It's roguelike in that the items as ability decks reset after beating a dungeon or dying. Decent amount of game play. Premium, no ads, no IAP.
Rebuild 3 is a strategy sim game where you try to rebuild a town after a zombie outbreak destroys everything. The game has multiple options for the passage of time, one of which is one day is one turn. I prefer to play it in one of the modes where the day slowly passes and I just pause the time whenever I want to issue multiple commands or look around.
You recruit survivors with different skills and scavenge for food, items, and weapons. Assign them to guard areas, research new techs, grow food, reclaim different buildings, etc. You fight off zombies and either make alliances with or defeat other human factions.
I recommended this game to a friend and they found some parts of the survivor management tedious, so I just wanted to mention that it doesn't really matter that everyone is super happy. Mostly everything will be fine unless everyone is starving and angry, then you can end up being a bunch of cannibals. Which is definitely a way to you can play through the game, if you wanted to.
There is a story line campaign and also you can just generate random maps if you'd like something new. Really large amount of game play. Premium, no ads, no IAP.
I am PLAYING LATELY a lot of Heroes of Steel, with a vanilla party built around Immolation, Sacrifice, Banishment Talent Build run on Hard difficulty. Its a series of many tough battles and fun encounters.

If you're into arcade shooter shenanigans, <strong>Glorkian Warrior</strong>, link, will be your next favorite game.
This is no Space Invaders mash-up with Galaga. As Glorkian Warrior, you and your trusty Super Backpack sidekick battle an endless onslaught of aliens as they hypnotically dance across the screen. As you dodge back and forth, obliterated enemies will drop powerups, which you use to create bullet hell artillery with an impressive combination of double lasers, twisty lasers, triple lasers and fireballs. This is a glorious eye catching furious game. The vibrant cartoony visuals are beautifully conspicuous compliments to the fantastic soundtrack spot on. Glorkian Warrior never gets boring, and never gets old.
The Deer God looks interesting. Thanks for mentioning it, it's now on my wish list.
