VOIP. get a data-only (tablet) plan for your cell and use an app for call/text. in Canada, I use Fongo, which gives me a local number so people can call/text me without app & from land lines. In USA I think TextPlus gives you a designated number.
I pay $10 or $20 for data which gives me equivalent of $50 cell plan.
it's also great for travelling; if I get a local data SIM, I can be reached form home without anyone paying long distance. and with Wifi, you never eat into your data. if you live on campus, you could get basically unlimited talk/text cross country for $10 (me this month).
Been on this for 3 years, and thus saved over $1000.
Use Textplus, some numbers are already taken but you just need to find one that isn't, I already made 2 accounts, the phone numbers are from USA, but it works anywhere

This was the only one that worked well. I used it to receive sms and a call. Note that I didn't use it for a long time because I only needed it once.

I've been doing this for over 3 years and have saved probably $1400 (though I did have to pay full price for the phone, so it's probably closer to $1000). it's essentially what google is starting with project fi (which isn't available in Canada)

this is what I used to use. Someone else mentioned something called burner which might be good too. Also cyber dust, it doesn't give you a new number but you can make an account and all messages that go through there are deleted after they've been "seen." It's supposed to be deleted without a trace
Some decent Android based options. Google voice is a superb choice of course, but isn't available everywhere.
I've tried all three (plus tons of others) and found them to be reliable and inexpensive/free.
There are also apps like sideline that work in a similar way, but linked to your phone number.
Hangouts will definitely work for this purpose. Here are some other suggestions for wifi SMS apps if you're not fond of hangouts (most of these apps will give your brother a new phone number, provided that he gives his area code while signing up)
