On Android I use the gStrings app. Very flexible and I find it very accurate. The paid version is only $3.99 and there is a free version to try. I've found for bass, some older phones were not that great - maybe the mics did not do well with lower frequencies?
i paid for a copy of gStrings on Android because it works really well and i don't have a problem giving a few quid to support the author. it's one of the few tuner apps i've found that lets you define your own temperaments.
There are lots of options for tuning.
In the rack multifunction devices like Jones O'Tool Plus and Mordax Data have tuner modes. Ornament and Crime also has a mode that can be used for tuning. Also, the L-1 Digital Tuner is designed expressly for this purpose.
The gStrings tuner app for android works well (link below). You don't have to have a direct connection to the tuner if you send the raw oscillator output to a speaker and the tuner has a microphone.
Eurorack is a pretty hot signal, so you want to be sure you don't patch directly to a tuner that can't handle it.
One option is to patch to a mixer starting with the volume level all the way down, then patch to the tuner, and slowly raise the level. If the mixer has an attenuator pad switch for its input be sure it's engaged.
Another option is an output module like the Intellijel Audio Interface II or a guitar effects interface module like the Strymon AA.1 to convert the levels. https://play.google.com/store/apps/details?id=org.cohortor.gstrings.tyd
