Best one is Utter. It has compatibility with a range of popular apps to let you customise commands to your preference. Otherwise, it has a great set of default commands as well.
Yeah not much out there honestly. Your only two options were already recommended. The only app I can think of that is some-what similar is utter! has some really cool functions in it. Haven't used in some time though.
it was listening screen off/off charger, but wasn't using the SD800's low power DSP. It was keeping the device awake with the screen off to the tune of 10%/H drain, at least for me. Rather than wait for google or someone to hack the google app only for it break every update and you're willing to take the hit on the battery, you can use a more powerful and customizable voice input app like utter and configure your own hotword/task profiles. It also works offline. it's been a while since i used it heavily, but i was really impressed overall, just couldn't work with battery life reduction. i still use it for a few things on my tablet. It's from a really talented and active dev.
About utter!
Unlike other voice applications, utter! will be configurable to the user, enabling you to assign spoken keywords to use the functionality of your favourite applications or make system related changes to your device. There's no cumbersome overlay or launching of another application to use the features, utter! sits in the background ready to be activated, whenever you want, without interrupting whatever you are doing.
hmm... I honestly don't use it much myself but have seen examples of it working before.
I'm not sure if this still works but Utter was quite the impressive voice command app when it was being developed. It might work as an alternative, but hasn't been updated in over a year.
Or Commands for Google Now expands the voice command options for OK Google a bit. Again, can't remember how much.
try out utter and see if you can figure out how to change voice recognition response. chances are there's an xposed module to hook into it.
utter would probably be your best bet for something like that, google is pretty limited and locked to "ok google" hotword detection.

Perhaps with something like this? https://play.google.com/store/apps/details?id=com.brandall.nutter&hl=en

As for your question, it's purely a business decision, same as removing the headphone jack.
